The Catawba Workforce Development Region was established through a consortium agreement among Chester, Lancaster, and York counties. Each county is responsible for appointing members to the Catawba Regional Workforce Development Board (WDB). The Board is composed of volunteer representatives from business, labor, education, economic development, and community organizations, and provides policy oversight for all activities conducted under the Workforce Innovation and Opportunity Act (WIOA).
The WDB’s mission is to build a high‑quality, accessible, and customer‑focused workforce development system for the region. It serves as the primary source of workforce intelligence, identifies current and future job and skill requirements, and develops strategies and resources to address skill gaps and other workforce challenges.
Under WIOA, services must be delivered through a one‑stop service system. Workforce centers across the Catawba region provide a wide range of services to both employers and job seekers.
