Infrastructure & Facilities Grants

Catawba Regional Council of Governments (CRCOG) helps local governments and special purpose districts secure state and federal grant funding. CRCOG assists localities with information about grant opportunities, application preparation, researching additional funding sources, and grant administration during project implementation.  Most grant programs operate on annual funding cycles. 

Some of the grant programs frequently used by local governments in Chester, Lancaster, Union, and York counties (unless otherwise specified) are listed below:

  • Appalachian Regional Commission (ARC) - In the Catawba Region of South Carolina, ARC grants are available for projects located in Union County. ARC funds projects that help eligible communities access opportunities, address economic disparity, and advance prosperity. The match requirement is determined on an annual basis.
  • Community Development Block Grant (CDBG) - South Carolina CDBG Small Cities Program grants are available for infrastructure upgrades, community facilities, and economic development projects. Projects must benefit low-and moderate-income persons. The match requirement for most projects is 10% of the grant amount.
  • Economic Development Administration (EDA) - EDA grants are available for major projects that help create or retain jobs and have significant private sector capital investment. The match requirement is 20-40% of the total project cost, depending on the grant type.
  • Parks, Recreation and Tourism (PRT) - South Carolina PRT grants provide funding for several programs ranging from development of public recreational opportunities throughout the state to marketing support for qualified nonprofit organizations. The grant match requirement is 20-50% of the total project cost.
  • Rural Infrastructure Authority (RIA) - South Carolina RIA infrastructure grants address environmental quality standards and public health concerns to ensure that infrastructure systems have the necessary capacity to support economic development and provide safe and sanitary water.  Projects include upgrades, improvements, or extensions of water, sewer, or stormwater infrastructure.  The total match requirement for these projects includes all non-construction costs such as planning, engineering, permitting, acquisition, and legal, etc. RIA also provides infrastructure planning grants. The match requirement for all RIA grants is dependent upon the county in which the project is located.
  • Southeast Crescent Regional Commission (SCRC) - SCRC grants are available for projects located in Chester and Lancaster Counties, the City of York, and certain census block groups in the City of Rock Hill. SCRC grants are intended to provide access to opportunities that foster economic development, infrastructure enhancement, and community empowerment across the Southeastern United States. The match requirements vary depending on the location of the project.
