The Catawba Regional Council of Governments (CRCOG) is seeking consultant services to conduct a comprehensive corridor study for the SC 9 (W. Meeting Street) corridor approximately between Paladin Road and Main Street in the City of Lancaster. The study will evaluate existing transportation conditions, identify current and future mobility needs, and develop practical, implementable recommendations that improve safety, operations, accessibility, and community connectivity while supporting economic development and future growth.
The consultant will work collaboratively with CRCOG, the South Carolina Department of Transportation (SCDOT), the City of Lancaster, project stakeholders, and the public throughout the planning process. The study will include a detailed assessment of existing conditions, public
engagement, development and evaluation of alternative roadway concepts, preliminary engineering-level recommendations, implementation strategies, and planning-level cost estimates. The final product will provide a clear roadmap for future transportation investments along the corridor and support advancing projects into future regional and state transportation programs.
The Catawba Regional Council of Governments (CRCOG) is hereby issuing this Request for Proposals (RFP) to firms that have the capability and interest in undertaking and performing the scope of work.
Sealed proposals must be submitted to Catawba Regional Council of Governments by mail or hand delivery no later than 12:00 p.m. (EDT), Thursday, September 24, 2026. Proposals delivered after the appointed time will not be accepted. The proposer shall be responsible for ensuring timely receipt of his or her proposal. Telegraphic, telephone, email, or facsimile proposals will not be
accepted.

Under Section 3.2, Proposal Contents, SF 330, the RFP states that “the Form 330s will not count against the maximum page limit and can be included in the appendices.” Could you please clarify the maximum page limit applicable to the remainder of the proposal, excluding the SF 330 forms and appendices?
Answer: The CRCOG did not establish a page limit in the RFP. A page limit does not apply.
Bolton and Menk -
In the section about SF 330s, the text says that the forms won’t count against the page limit, but we didn’t see a page limit. Should we follow a specific page limit?

In 3.2.B, the RFQ requests a “Task List”. What are you looking for here, and how should it be different than what’s shown in the Technical Approach section?
Answer: The Task List reference in the Technical Approach is the same as the task list referenced in Section 3.2.
